Why is the FBI Investigating Americans Who Study in China?

Study abroad experiences encourage people-to-people exchanges, which motivate collaboration rather than unnecessarily adversarial postures. American authorities should not diminish Sino-U.S. collaboration by putting a target on the backs of those who are most well-equipped to develop it.
